How to make soil not absorb water?…?

I have a stone dish with some depth, and I want to put a ‘model’ of a landscape in it. It’s going to be mountainy on one side, and on the other side, it ‘blends’ into water (like the sand and the ocean at the beach). I’m going to put blue dye in the water so it looks more realistic. The only problem I have is to make sure the soil doesn’t ‘muddy’ the water or absorb the water. How can I make this not happen? Will sand help? What’s the most natural looking way to solve this problem?

using pure sand will work because (although it will adsorb (not absorb) water) it will all settle in a very short time period where clay and silt can stay suspended.

if you do have some clay suspended you can add salt (to cause flocculation) and it will settle.
